efi_loader: the development target should be the EBBR

Two subsets of the UEFI specifications have been defined. The one for servers is "Server Base Boot Requirements System Software on ARM Platforms" (SBBR), the one for embedded systems is the "Embedded Base Boot Requirements (EBBR) Specification". SPDX: Convert a few files that were missed before

As part of the main conversion a few files were missed. These files had additional whitespace after the '*' and before the SPDX tag and my previous regex was too strict. This time I did a grep for all SPDX tags and then filtered out anything that matched the correct styles.
