This script hasn't seen an update in multiple years, update it to the latest version provided upstream. Both `config.guess` and `config.sub` are copied from upstream[1] and not modified. This updates these two files to commit 2fa97a8a0ed3 ("config.guess (amd64:CYGWIN*:*:*, x86_64:CYGWIN*:*:*): Set master") which is the current master of https://git.savannah.gnu.org/gitweb/?p=config.git;a=summary This contains updates for multiple architectures and will unbreak the build on the x32 ABI.
