crconf: Pass CFLAGS properly

CFLAGS were not being passed, breaking ASLR builds. Switched to using PKG_SOURCE_DATE for the version. Added PKG_BUILD_PARALLEL for faster compilation. Added license information. Small Makefile cleanups. Signed-off-by: Rosen Penev
