net/arp-scan: Disable promiscuous mode

If you run the arp-scan tool cyclically, the kernel messages for promiscuous mode are very annoying. This backports an upstream patch to disable the unnecessary promiscuous mode in arp-scan. Signed-off-by: Martin Schiller
