python-setuptools-scm: Add new host-only package

The host build replaces the use of the host pip requirements file. This also updates the dependants of setuptools-scm to depend on the host build. This also removes the toml host pip requirements file as toml is not used by any other package. Signed-off-by: Jeffery To
